Does any state require, or even suggest using flashers during rainstorms?

Driving through NC this afternoon, and there were a high percentage of cars driving with their flashers on, many hadn't turned on their headlights.

I'm not talking about pulling off the side of the road and using the flashers while parked, but driving 30-40 mph on the interstate...too many in the left lane.

I know VA requires headlights to be on when wipers are being used, but I've never heard of driving around with flashers on.
